On the desktop, click the NetBeans icon or click the top menu->application->programming-> NetBean IDE, then  the integrated environment will be started  as shown as below figure.

First time starting of NetBeans may be take a little while as DVD is slow media. But subsequence close and open of NetBeans will be faster as I/O blocks are cached in memory. Basically it happens to other applications. This is called warmup effect.
